Recharge Centers

Personnel Roles and Responsibilities

The major roles & responsibilities each party has in connection with the University’s recharge centers are as follows:

Recharge Center/Specialized Service Facility Personnel

  • Comply with RC/SSF policies and procedures
  • Develop and administer annual budget
  • Prepare schedule of rates and maintain supporting documentation
  • Submit rate schedule to the Costs Analysis Department on an annual basis
  • Generate and distribute invoices for service activity provided to users
  • Maintain sufficient and accurate documentation for RC/SSF activities
  • Communicate and provide RC/SSF information to division/department/school management, as necessary
  • Support data requests, audit requests, and other  reviews that may occur

Division/Department/School Management Personnel

  • Provide oversight and support to RC and SSF Managers
  • Facilitate communications to WUSTL faculty and staff about RC/SSF rates and billing issues
  • Manage accounts, program income and other financial responsibilities
  • Provide advice and consultation to RC and SSF Managers about compliance with University policies
  • Support data requests, audit requests, and other  reviews that may occur

Cost Analysis Department Personnel

  • Maintain and update RC and SSF policies and procedures, as necessary
  • Review and provide feedback on RC and SSF budgets and rates to help ensure compliance with federal and University policies
  • Assist centers with accounting and costing issues
  • Provide assistance to auditors regarding RC/SSF issues
  • Provide annual reporting of RC and SSF operating results in accordance with OMB Uniform Guidance.

Sponsored Projects Accounting Personnel

  • Ensure federal cost principles are reflected in current policy
  • Assist RC/SSF Managers and other departmental faculty/staff with program income and cost allowab​ility issues
  • Provide assistance to auditors regarding RC/SSF issues
