OMB's Uniform Guidance to take effect December 26, 2014

Subject: WUSTL: Uniform Guidance Implementation

The federal Office of Management and Budget (OMB) and Council on Financial Assistance Reform (COFAR) have led an initiative over the last several years to consolidate many of the grant regulations currently found in multiple OMB circulars, including existing regulations that govern the administration of federal sponsored projects at universities (OMB A-21, A-133, A-110). The new regulation, Uniform Administrative Requirements (UG), was released in the Federal Register on December 26, 2013 and governs the development and submission of proposals, conduct of research, and management of awarded funds expenditures. The UG rules are now in place with an implementation date of December 26, 2014. Although this deadline is fast approaching, we have yet to receive the mandated agency guidelines which are necessary for our work. We believe, however, that some work can and should proceed on developing Washington University's response.

Given the! broad scope of these new regulations and the potential changes that will affect our grant and contract enterprise, the University has developed a formal organizational structure to support our institutional response, which involves a Steering Committee and Task Force Groups.
