Delay of New Fringe Methodology Federal Approval

Due to circumstances at the Department of Health and Human Services (DHHS), there has been an unexpected delay in receiving federal approval of Washington University’s new federal Facilities and Administrative Cost rate agreement. The agreement includes the new fringe methodology and rates that were scheduled to go into effect April 1, 2021. We cannot charge the new fringe rates to federal grants until approval is received.

At this stage it is unlikely that we will receive federal approval of the new methodology and rates to be released into RMS by April 1 as previously planned. At this time there is not an anticipated approval date. Because proposals cannot be submitted using unapproved rates, the new rates cannot be released into RMS even for testing purposes. The university is making every effort to receive approval as soon as possible.

Once federal approval is received, we will communicate the new date as soon as it is confirmed. Continue to submit proposals using the current fringe methodology until new rates and methodology are approved.
